Aim

  1. The aim of the International Committee for Insurance Medicine (previously known as the Permanent International Committee for the Study of Insurance Medicine founded in 1932 in Brussels, and later named International Committee for Life, Disability and Assurance Medicine) is the advancement of medical science in relation to Insurance Medicine. The Title is to be amended to "International Committee for Insurance Medicine".
  2. The International Committee seeks to achieve this aim by:
    1. Organizing International Congresses for Insurance Medicine;
    2. Establishing societies of Insurance Medicine in countries where none as yet exist;
    3. Promoting the teaching of Insurance Medicine and encouraging the scientific research into problems related thereto;
    4. Fostering the personal relations of its members;
    5. Awarding prizes for the best papers published on subjects relating to Insurance Medicine;
    6. Intervening in any international problem concerning Insurance Medicine and, at the request of its members, in regional problems.
  3. The management of the International Committee is vested in an executive sub-committee, called the Bureau.
  4. Membership

  5. IV. Members of the Committee are Observers and Delegates, as well as Consultant adviser
  6. The Observers and Delegates, who shall be physicians actively engaged in the sphere of Insurance Medicine, are elected by the national society. If such a society does not exist, the Bureau has the right to appoint the Observers and Delegates of the respective country.
  7. The number of Observers is limited to three per country.
  8. One of the Observers may be elected to serve as Delegate of his country in the Bureau.
  9. The task of the Delegate is:
    1. To maintain the contact with the national society of his county, where there is such a society;
    2. To get in touch with his colleagues interested in Insurance Medicine with a view to establishing a national society, where no such society exists;
    3. To be the contact between the Insurance Medicine interests of his country and the Bureau;
    4. To be spokesperson of his country in Insurance Medicine connections.
  10. The terms of office of the Observers and the Delegates are determined by the national society of each country or, where such a society does not exist, by the International Committee upon the recommendation of the Bureau.
  11. At the meeting of the International Committee, each country has only one vote to be rendered by the Delegate of the country.
  12. If the Delegate of a country is prevented from attending the meeting of the International Committee, an Observer from the country concerned is entitled to act on behalf of the Delegate with the approval of the Committee.
  13. Meetings of the Committee

  14. A regular meeting of the International Committee shall be held before the opening of each Congress. Special meetings may be held at the discretion of a majority of the Bureau or at the request of at least five Delegates.
  15. At the regular meeting of the International Committee the following items shall be placed on the agenda:
    1. The report of the Bureau of its activities since the preceding regular meeting;
    2. Election of the members of the Bureau; Candidates for the election to become a Bureau Member must also be nominated at the Bureau at least two months before the meeting of the Committee;
    3. Determination of date and place of the next Congress.
    In addition, such questions can be taken up for discussion, as the Bureau wishes to submit to the Committee or such matters, as some Delegates or Observers have re-ported to the Bureau not later than two months before the meeting.
  16. Bureau

  17. The Bureau is made up of 12 to 15 Members; no country may be represented on the Bureau by more than one Member.
  18. The Members of the Bureau are elected by the International Committee for a period including two International Congresses, i. e. 6 years, and may be re-elected. The majority of the Bureau is allowed to reject for important reasons the application of a candidate.
  19. The Bureau appoints from among its Members a President, a Vice-President and a General Secretary.
    1. The PRESIDENT is appointed for a period including two Congresses and may not be re-elected on termination of his term of office.
    2. The VICE-PRESIDENT is appointed for a period including two Congresses and may be re-elected. The Vice-President will replace the President in the event of the latter's inability to execute his functions.
    3. The GENERAL SECRETARY
      is appointed for 6 years and can be re-elected.
  20. On termination of their terms of office the President, the Vice-President and the General Secretary may stay on in the Bureau, provided they are re-elected by the International Committee and remain the Delegates of their respective countries. They remain Observers for as long as they take an active interest in Insurance Medicine.
  21. Meetings of the Bureau

  22. The Bureau shall hold its meetings before that of the full Committee prior to each International Congress. It may meet whenever necessary at the request of either the President or of one-half of its Members. The General Secretary shall notify the Members of these meetings. The Bureau may invite to its meetings, as consultants, any persons, whose knowledge and advice in any specific matter may be of value to the International Committee.
  23. It is incumbent on the General Secretary to distribute to the Delegates a programme of the meeting of the International Committee no later than one month before the meeting.
  24. Honorary Member

  25. On termination of their terms of office as Members of the Bureau, the International Committee may, at the proposal of the Bureau, make them HONORARY MEMBERS. Honorary members may attend the meetings of the Bureau and of the full Committee in an advisory capacity, but they are not entitled to vote.
  26. Member Honoris Causa

  27. On the proposition of the Bureau, the International Committee may appoint as MEMBER HONORIS CAUSA any person who has rendered valuable service to the advancement of Insurance Medicine. Members Honoris Causa may attend the meetings of the full Committee in an advisory capacity, but they do not have the right to vote.
  28. Finance

  29. Members of the International Committee are under no financial obligation. To cover the expenses of the Secretariat a minimal amount shall be charged to all the participants of a Congress organized by the International Committee.
  30. Alterations of the Statutes

  31. No alterations of these regulations can be made without a two-thirds majority of the Members present at the Committee; a simple majority of Members present shall suffice in all other cases.
